In the 21st presidential election scheduled for June 3, 2025, among the officially registered candidates who have announced disability policies, it has been revealed that the leading candidates are emphasizing core promises such as support for independent living, expanding mobility rights, and increasing employment opportunities for people with disabilities. In this election, candidates are being distinguished between those with a focus on welfare and rights-centered approaches and those emphasizing employment and infrastructure strengthening, attracting the interest of voters.
Candidate Lee Jae-myung (Democratic Party) has highlighted the introduction of a "National Responsibility System for Care of Developmental and Mental Disabilities" as a core policy. He plans to strengthen a community-based support system for independent living and improve mobility rights by expanding special transportation services for transportation-disadvantaged individuals and increasing universal design. Additionally, he presented policies spanning education and overall life, such as creating an inclusive educational environment for disabled students and enhancing tailored services.
Candidate Kim Moon-soo (People Power Party) has promised to establish "One-Stop Living Support Centers" that can be used by both people with disabilities and the elderly, focusing on disability-centered policies. These centers will provide services such as repair, charging, rest, and leisure for assistive devices. He also pledged to expand disability-friendly health screening institutions and obstetrics and gynecology services, activate disability health care managers, and increase employment for people with disabilities by expanding financial support jobs and subsidiary standard workplaces, as well as establishing a dedicated department.
Candidate Lee Jun-seok (Reform Party) emphasized improving the efficiency of disability policies through government organization restructuring and enhancing rights protection. Candidate Kwon Young-guk (Democratic Labor Party) set the slogan "Guaranteeing the Rights of People with Disabilities through Deinstitutionalization, Mobility Rights, and Labor Rights." He pledged to double the number of disability-friendly taxis and have local governments operate them directly, introduce a one-strike-out system for deinstitutionalization and corrupt facilities, ensure 24-hour activity support services for developmental and severe disabilities, and introduce a system of pairing two people for support for severe disabilities. Additionally, he included measures to strengthen employment rights, such as applying the minimum wage universally, introducing a monthly salary system for activity support workers, and expanding rights-centered public job opportunities.
On the other hand, the candidates Gu Ju-wa from the Free Unification Party, Hwang Kyo-ahn, and Song Jin-ho, who are independent candidates, have not yet officially announced their disability policy pledges.
