The Jeonbuk Office of Education avoided the lowest rank by recording a comprehensive grade of 3 in the 2024 Public Institution Integrity Assessment recently announced, but it recorded the lowest rank among the provincial offices of education in the integrity perception index, along with the Chungbuk Office of Education.
In this evaluation, the Jeonbuk and Chungbuk Offices of Education recorded the lowest grade of 4 in the integrity perception index, receiving the lowest evaluation among the provincial offices of education. The only provincial office of education that received the highest grade of 1 was the Gyeongsangnam-do Office of Education. Meanwhile, the Gwangju Metropolitan Office of Education and the Incheon Metropolitan Office of Education appeared as the lowest grade of 5 in the city education office sector.
Despite the Jeonbuk Office of Education's efforts to improve its integrity efforts, it showed a low perception index. This means that the residents of the province did not fully perceive the effects of the integrity policy.
In 2024, the Jeonbuk Office of Education had issues with employment and personnel policies revealed at private school foundations where temporary directors were dispatched, and experienced a series of resignations of temporary directors. In addition, it was pointed out that there was a lack of transparency in the budget execution and project selection process in various facility projects promoted by the Office of Education.
There is also criticism that the process of budget allocation is prioritized through solicitation by politicians without going through the official procedures between schools, education support offices, and provincial offices of education. Some school principals have reported this issue to the media to raise awareness of the situation.
In order to increase the integrity perception index, the Jeonbuk Office of Education needs to establish substantial integrity policies that the residents can perceive. Beyond simply promoting efforts, there is a demand for institutional mechanisms to enhance the transparency of budget execution and minimize political intervention. There are also voices saying that in order for the efforts to improve integrity within the Office of Education to bear fruit, Superintendent Seo Geoseok must prioritize the transparency of budget allocation by breaking away from political practices.
