The statute of limitations for disciplinary action against education officials involved in exam irregularities will be significantly extended from 3 years to 10 years.
On the 5th, the Legislation Bureau announced the major legislative amendments to be implemented in February during a regular briefing, introducing four institutional changes directly related to people's lives.
Firstly, the amendment to the Education Officials Act, which will be enforced from the 15th, focuses on strengthening the fairness of entrance exams. The statute of limitations for disciplinary action against education officials, which was previously 3 years, will be extended to 10 years specifically for exam irregularities. This is expected to enable more effective sanctions against actions that compromise the fairness of high school, college, and graduate school admissions processes.
With the amendment to the Real Estate Brokers Act, also enforced from the same day, measures to protect tenants from lease fraud will be strengthened. Real estate brokers will now be required to present not only a registration certificate but also a trust agreement and a building registration certificate to confirm whether the property is owned by a trust company or if it is an illegally constructed building. The Legislation Bureau explained that this will enhance transparency in the brokerage process and contribute to reducing the risk of lease fraud.
On the 24th, the Law on the Training and Support of Local Doctors will be implemented. The system of local doctors introduced to address regional disparities in medical services will operate in two forms: compulsory service and contractual service. Compulsory local doctors will be selected through university admissions and will serve mandatory medical duties in local medical institutions for 10 years, while contractual local doctors, who hold specialist qualifications, will work in specific regions for a certain period under contract. They will receive support for housing, job training, and career development, and compulsory local doctors will also receive support for tuition fees, dormitory expenses, etc.
Starting from February, the Civil Execution Act will introduce the 'livelihood account' system. Every citizen can open one livelihood account, and deposits within the exempted amount for livelihood expenses in the account will be excluded from seizure. The Legislation Bureau stated that this is a system to support economic recovery of vulnerable groups such as small business owners and youth and strengthen the social safety net.
The Legislation Bureau expressed hope that the enforcement of these laws will substantially contribute to the safety of people's housing, medical fairness, protection of vulnerable groups, and enhancement of fairness in entrance exams.
