The Board of Audit and Inspection announced that the "2023 Saemangeum World Scout Jamboree" held in Buan County was a comprehensive failure.
On the 10th, the Board of Audit and Inspection announced the results of a specific audit on the "Saemangeum World Scout Jamboree Progress" stating that "due to the lack of capabilities of the implementing agencies, inadequate awareness of the importance of event preparation, lack of preparation for living services, inadequate facility installation, poor on-site response, and inappropriate site selection, the handling of tasks was comprehensively inadequate, leading to the failure of successfully hosting the Jamboree."
The audit pointed out that the implementing agencies such as the Organizing Committee, Ministry of Culture, Sports and Tourism, and Jeollabuk-do Province lacked overall capabilities, had inadequate awareness of the importance of Jamboree preparation such as material preparation, facility installation, and site selection. It was also noted that they failed to provide proper living services necessary for camping due to inadequate preparation for heatwave countermeasures during the period, and the on-site response including participant access management was also inadequate.
Furthermore, it was highlighted that an unsuitable location for camping was selected as the Jamboree site, and it was developed in a way that did not drain well, various facilities such as landscaping, hygiene, and communication were poorly installed, the pre-inspection reporting system for the preparation status did not function properly, and various cases of misconduct such as contract irregularities and lavish business trips occurred.
The Board of Audit and Inspection demanded attention from the Ministry of Culture, Sports and Tourism and Jeollabuk-do for their inadequate performance in their duties, while taking disciplinary actions such as disciplinary demands for 18 individuals involved in illegal or improper acts (including 3 duplicates), personnel information disclosure for 7 individuals, requests for investigation for 4 individuals, and submission of investigation reference materials for 2 individuals.
