National Assembly member Gu Geun-yeong of the Jeonbuk Special Self-Governing Province (representing Jeonju 12) proposed a motion at the first plenary session of the 421st extraordinary session on the 5th, urging for the improvement of the legal status and operational realization of facilities for the daytime care of people with disabilities.
Facilities for the daytime care of people with disabilities have been a core welfare infrastructure supporting daytime care for people with developmental disabilities and community activities for the past 26 years. However, it has been pointed out that they are in a policy blind spot due to insufficient legal basis and institutional support.
Member Gu stated, "While the government's integrated care program offers full national funding, 1:1 staffing, and free usage conditions, daytime care facilities are in poor conditions due to limited operating funds and self-payment structures," criticizing that the reality where existing facilities caring for severely disabled individuals cannot participate in the integrated care program is unfair.
The motion demanded the government to ▲ establish the legal status and operational basis of facilities for the daytime care of people with disabilities ▲ relax the participation criteria for the integrated care program ▲ improve the conditions of staff and fill the gaps in care.
Member Gu emphasized, "Facilities for the daytime care of people with disabilities are at the forefront of care on the ground," and urged for swift institutional improvements to ensure governmental consistency and fairness, stabilizing the lives of severely disabled individuals.
