On the 5th, during the main session of the 421st extraordinary session, Kim Dae-jung, a member of the Jeonbuk Special Self-Governing Province Council (Iksan 1), proposed a bill urging the introduction of a single wage system for social welfare facility workers and strongly demanded immediate government measures.
Kim pointed out, "The current 'Law on the Improvement of the Treatment and Status of Social Welfare Workers' and the wage standards in local government ordinances are only at the recommended level, leading to widening wage gaps based on the size of the region and facilities."
In particular, for small-scale social welfare facilities with a small number of workers, due to poor conditions that do not even meet legal standards, it is difficult to attract personnel, and the departure of skilled workers threatens the professionalism and sustainability of welfare services.
Kim emphasized, "Improving the treatment of workers is a prerequisite for providing stable welfare services to vulnerable groups," and urged, "The wage standards should be revised as mandatory regulations, and a clear national minimum wage standard and allowance system should be clearly reflected in the law."
