The operating committee of Wansan Middle School, along with parent representatives and local members, held a press conference in front of Wansan Middle School in Jeonju on October 13, 2025, urging for "transparent disclosure of the entire process and responsible measures" regarding the corruption allegations and disciplinary controversies surrounding the Wansan Foundation, which operates the school.
The placards they carried had messages such as "5 billion taxpayer money wasted, what is the education office doing?", "5 billion subsidy supported by taxpayer money, stealing taxpayer money, invest in our children's education", "Promotion fee of 20 million won, not dismissal but reinstatement, what our children saw was not sweat but money", reflecting the claims and concerns of the operating committee.
The committee defined this issue as not just a problem of individual organizations but as a matter directly related to the transparency of school operations and fairness in education. Especially regarding the reinstatement of some individuals based on court decisions, the committee raised concerns about whether sufficient responsibility for past misconduct had been reflected, presenting the severity of disciplinary actions, the validity of reinstatements, and the legitimacy of public fund (personnel expenses) expenditures as key issues. The committee argued that "merely such decisions are insufficient for restoring educational trust."
As demands, the committee proposed △transparent disclosure of the entire process and thorough investigation of the truth and responsible measures △fair and objective investigation by relevant institutions and problem resolution △reestablishment of public ethics and integrity awareness in the educational community. They further stated, "We will observe the situation with a responsible attitude until the end for the sound development and fair operation of the school."
The background of this controversy stems from a large-scale corruption scandal involving Wansan Foundation in 2019. At that time, the founder was arrested for embezzlement and bribery, leading to disciplinary actions against many school staff members. Despite the subsequent introduction of a new board of directors, conflicts over personnel changes, regulations, and reinstatements have delayed the normalization of the school, with repeated criticisms. Additionally, there have been criticisms that some disciplinary measures and subsequent personnel procedures were conducted mainly through internal audits, providing grounds for criticism, and controversies have also arisen over the response of the dispatched board of directors during the tenure of former education superintendent Seo Geo-seok.
