완산중 앞 시민·학부모·40여명 완산중 교직원 12여명 집회 참여, 부당전보·보복감사 중단, 학교 정상화 촉구

완산학원 임시이사회의 부당 인사와 보복성 감사 의혹을 규탄하는 시민 집회가 23일 전주 완산중학교 앞에서 열렸다. 시민·학부모·교직원들은 임시이사회의 즉각 해임과 학교 정상화를 촉구하며 전북교육청의 책임 있는 조치를 요구했다.

완산학원 정상화를 위한 시민모임, 완산중학교 학부모회, 전북지역공동은 23일 오전 11시 전주시 완산중학교 정문 앞에서 집회를 열고 “비리 사학 정상화를 위해 도입된 임시이사회 체제에서 오히려 부당인사와 보복성 조치가 반복되고 있다”고 주장했다.

이날 집회에는 완산중학교 교직원, 완산중학교 학부모회, 전북지역공동 학부모분과, 장애인인권연대, 발평자사모 등 50여 명이 넘게 참가했다.

참가자들은 집회 현장에서 피켓을 들고 임시이사회를 강하게 규탄했다. 현장에는 “부당인사 일삼은 완산학원 임시이사회를 전북교육청은 당장 해임하라!” “학생을 위하는 교사는 괴롭히고, 횡령 교사를 옹호하는 임시이사회는 사퇴하라!” “비리 사학재단 닮아가는 완산학원 임시이사회는 즉각 사퇴하라!” 등의 문구가 등장했다.

완산중학교 학부모는 발언에서 “우리 아이들이 다니는 학교에서 횡령을 저지른 교사가 교장 자격연수 대상자로 추천되는 일이 어떻게 가능한가”라며 “임시이사회가 과거 비리재단과 무엇이 다른지 묻지 않을 수 없다”고 비판했다.

완산중 박준 교사는 “학교 인사위원회가 전원 합의로 부결한 전보안을 임시이사회가 학교장 제청도 없이 일방적으로 강행한 것은 명백한 사립학교법 위반이자 교권 침해”라며 “이 부당 전보는 즉각 취소돼야 한다”고 말했다.

전북지역공동 학부모분과 조명실 회원(전북학교운영위원장협의회 사무국장)은 “승진 대가로 2,000만 원을 상납한 교사가 복직하고, 그 임금 보전에 국민 세금 4억 9,000만 원이 쓰였다”며 “임시이사회가 책임과 의무를 다했다면 이런 상황이 생겼겠느냐. 관련 비용은 임시이사회가 책임져야 한다”고 주장했다.

집회 참가자들은 이날 완산학원과 전북교육청을 향해 제기하는 쟁점을 네 가지로 정리했다.

첫째는 공금횡령 징계 교사의 교장 자격연수 추천 문제다. 참가자들은 학교회계 공금을 횡령해 징계를 받은 교사를 임시이사회가 2026년 교장 자격연수 대상자로 추천한 것을 두고 “교육 신뢰를 무너뜨리는 결정”이라며 추천 철회와 교육청의 즉각 반려를 요구했다.

둘째는 비리 연루 교사 복직 과정에서의 국민 세금 임금보전 문제다. 참가자들은 승진 대가로 2,000만 원을 상납한 교사가 해임되었다가 복직으로 이어졌고, 그 과정에서 4억 9,000만 원의 국민 세금이 임금 보전에 쓰였다고 주장하며, 관련 집행의 합법성과 정당성 검증이 필요하다고 밝혔다.

셋째는 인사위원회 전원 합의 부결을 무시한 전보 강행 문제다. 참가자들은 완산중 인사위원회가 특정 교사의 완산여고 전보안을 전원 합의로 부결했음에도, 임시이사회가 학교장 제청 없이 이를 강행했다고 주장했다. 이들은 “사립학교법상 학교장 제청이 필수인데 이를 무시한 전보는 무효”라며 “교권 침해이자 직장 내 괴롭힘”이라고 규정했다.

넷째는 보복성 감사와 징계 압박 의혹이다. 참가자들은 전보 부결 직후 해당 교사를 상대로 표적 감사가 진행됐고, 임시이사장이 “도에 감사 청구하고, 그 이상의 다른 조치도 선택할 수 있다”고 발언한 것을 들어 보복성 조치라고 비판했다.

참가자들은 집회 말미에 핵심 요구사항도 밝혔다. 이들은 임시이사회에 대해 ▲부당 전보 즉각 취소 ▲교권 침해 및 직장 내 괴롭힘 중단 ▲공금횡령 교사의 교장 자격연수 추천 철회를 요구했다.

전북교육청에는 ▲해당 추천 즉각 반려 ▲횡령 전력자의 관리자 임용 차단 제도 마련 ▲부당인사를 일삼는 임시이사회 해임 ▲임시 이사장 수당 지급 여부 공개 ▲4억 9,000만 원 국민세금 임금보전의 합법성·정당성 조사 및 문제 확인 시 구상권 행사 등을 촉구했다.

시민모임 관계자는 “완산학원은 이미 과거 공금횡령, 뇌물수수, 부정채용, 승진 매매 등으로 큰 사회적 비판을 받았고, 그에 따라 임시이사 체제가 도입됐다”며 “그런데 지금도 학교 현장에서는 부당인사와 갈등이 반복되고 있다. 전북교육청이 더 이상 방관해서는 안 된다”고 말했다.

한편, 집회 주최 측은 이번 사안을 두고 향후 전북교육청의 조치 여부를 지켜본 뒤 추가 대응에 나설 계획이라고 밝혔다.

Citizens, Parents, and 40 Staff Members of Wansan Middle School, Including 12 Wansan Middle School Employees, Participate in Rally, Demanding End to Unfair Transfers and Retaliatory Audits, Urging School Normalization

A citizen rally condemning the unfair personnel decisions and retaliatory audit suspicions of the Wansan Educational Foundation's interim board was held in front of Wansan Middle School in Jeonju on the 23rd. Citizens, parents, and staff members called for the immediate dismissal of the interim board and the normalization of the school, demanding responsible actions from the Jeonbuk Provincial Office of Education.

A citizens' meeting for the normalization of the Wansan Educational Foundation, the Wansan Middle School Parents' Association, and the Jeonbuk Regional Joint Parents' Association held a rally in front of Wansan Middle School in Jeonju at 11 a.m. on the 23rd, stating, "Under the interim board system introduced to normalize corrupt private schools, unfair personnel decisions and retaliatory measures are being repeated."

At the rally, attended by around 50 people, including Wansan Middle School staff, the Wansan Middle School Parents' Association, the Jeonbuk Regional Joint Parents' Association, the Disability Rights Solidarity, and the Balpyeongja Parents' Association, participants strongly condemned the interim board with picket signs. Slogans such as "The Jeonbuk Provincial Office of Education must immediately dismiss the Wansan Educational Foundation's interim board engaging in unfair personnel decisions!" and "The interim board that harasses teachers who work for the students and supports embezzling teachers must resign!" were seen at the scene.

A Wansan Middle School parent criticized, "How is it possible for a teacher who embezzled funds at the school our children attend to be recommended for principal qualification training?" and questioned, "The interim board cannot avoid scrutiny for being no different from past corrupt foundations."

Teacher Park Jun from Wansan Middle School stated, "The unilateral imposition of a transfer rejected unanimously by the school's personnel committee by the interim board without even consulting the school principal is a clear violation of the Private School Act and an infringement of educational authority," adding, "This unfair transfer must be immediately revoked."

A member of the Jeonbuk Regional Joint Parents' Association and the head of the Jeonbuk School Operation Directors' Association Secretariat, Cho Myeong-sil, argued, "A teacher who paid 20 million won for a promotion was reinstated, and 490 million won of national taxes were used for wage protection," emphasizing, "If the interim board had fulfilled its responsibilities and duties, such a situation would not have arisen. The interim board should bear the related costs."

The participants summarized the key points raised against the Wansan Educational Foundation and the Jeonbuk Provincial Office of Education into four issues.

First, the issue of recommending a teacher disciplined for embezzlement for principal qualification training was highlighted. Participants demanded the withdrawal of the recommendation and the immediate rejection by the education office, calling it a decision that undermines educational trust.

Second, the issue of wage protection using national taxes in the process of reinstating a teacher involved in corruption was raised. Participants claimed that a teacher who paid 20 million won for a promotion was dismissed but later reinstated, with 490 million won of national taxes used for wage protection, emphasizing the need for verification of the legality and legitimacy of related executions.

Third, the issue of enforcing a rejected transfer without the unanimous consent of the personnel committee was addressed. Participants argued that despite the unanimous rejection of a transfer by the Wansan Middle School personnel committee, the interim board enforced it without consulting the school principal, stating that such a transfer, which disregards the mandatory school principal consultation according to the Private School Act, is invalid and constitutes an infringement of educational authority and workplace harassment.

Fourth, the suspicion of retaliatory audits and pressure for disciplinary action was raised. Participants criticized the targeted audit conducted on the teacher immediately after the transfer was rejected and the interim board chairman's statement that "audits can be requested from the province and other measures beyond that can be chosen" as retaliatory measures.

At the end of the rally, the participants also stated their core demands. They demanded the immediate cancellation of unfair transfers, cessation of infringement of educational authority and workplace harassment, and withdrawal of the recommendation for principal qualification training for the teacher involved in embezzlement by the interim board.

They urged the Jeonbuk Provincial Office of Education to immediately reject the recommendation, establish a system to prevent the appointment of managers with a history of corruption, dismiss the interim board engaging in unfair personnel decisions, disclose whether the interim board chairman received a salary, conduct a legality and legitimacy investigation of the 490 million won national tax wage protection, and exercise their rights to address the issues.

A representative of the citizens' group stated, "The Wansan Educational Foundation has already faced significant social criticism in the past for embezzlement, bribery, irregular employment, and promotion trading, leading to the introduction of the interim board system," and added, "However, even now, unfair personnel decisions and conflicts are recurring at the school. The Jeonbuk Provincial Office of Education must not remain indifferent any longer."

Meanwhile, the organizers of the rally stated that they plan to monitor the actions of the Jeonbuk Provincial Office of Education regarding this matter and take further steps after observing their response.
