-27일 전북 타운홀 미팅 앞두고 이재명 대통령에 요구

새만금 해수유통과 개발계획 변경을 촉구해 온 새만금도민회의가 25일 논평을 내고 “전북 타운홀 미팅에서 실천적·혁신적·협력적 새만금 기본계획 방향을 제시하라”고 요구했다. 도민회의는 27일 예정된 전북 타운홀 미팅을 앞두고, 이재명 대통령이 새만금 ‘새판짜기’의 구체적 청사진을 직접 확약해야 한다고 강조했다.

도민회의는 “상시 해수유통과 조력발전이 더 이상 비현실적 요구가 아니라 상식이 되고 있다”며, 최근 현대자동차그룹의 10조 원 투자 계획 역시 기후위기 시대에 부합하는 전환 요구가 반영된 결과라고 평가했다. 재생에너지가 풍부한 서남권으로 기업이 이동하는 흐름은 RE100 전력을 중심으로 산업 지형이 재편되는 신호라는 것이다.

그러나 기대만으로는 부족하다고 지적했다. 실현 가능성이 낮은 민자 의존형 계획과 매립 중심 속도전에서 벗어나 매립 면적을 대폭 축소하고, 토지 용도에 맞는 ‘집중 완성형 개발’로 전환해야 한다는 주장이다. 수상태양광은 실증을 거쳐야 하는 만큼, 3년 내 1GW, 5년 내 3GW 공급이 가능한 영농형 태양광과 조력·풍력을 축으로 한 재생에너지 중심 전략을 기본계획에 명시해야 한다고 밝혔다.

현재 새만금 재생에너지 설비가 300MW 수준에 머물러 있는 점도 문제로 짚었다. RE100 산단 조성을 위해 5년 내 5GW 공급이 가능하다는 점을 공정표와 계통 연계 대책으로 입증하지 못한다면 또 다른 ‘희망 고문’이 될 수 있다고 경고했다.

기업 유치를 위한 실질적 준비 여부도 도마에 올랐다. 현대차가 즉시 공장을 지을 수 있는 준공 부지가 확보돼 있는지, 용수와 전력 계통은 충분한지 따져 물었다. 특히 새만금에서 생산한 전력이 수도권으로 유출되지 않고 지역 산업단지에 공급되도록 배전망 독립과 전력구매계약(PPA) 제도 정비가 필요하다고 강조했다.

호남 내부 경쟁에 대한 위기의식도 드러냈다. 전남이 분산에너지 특구와 대규모 ESS 단지 조성에 속도를 내는 상황에서, 새만금은 영농형 태양광과 조력을 통한 안정적 전력 기반, AI·그린수소·로봇 산업을 결합한 차별화 전략을 제시해야 한다는 주장이다.

아울러 34년 매립 과정에서 막대한 어업 피해를 감내해 온 주민과 어민에게 재생에너지 이익이 ‘에너지 기본소득’ 형태로 환원돼야 한다고 밝혔다. 시민사회와 주민이 참여하는 민관 거버넌스로 새만금위원회를 혁신하고, 기본계획 변경 과정의 공론화와 투명성을 보장해야 한다고 촉구했다.

도민회의는 “현실은 냉혹하다”며 “전략산업 재배치와 대기업 이전이 선언된 순간 새만금은 전국적 경쟁의 시험대에 오른다”고 진단했다. 그러면서 “27일 타운홀 미팅이 선언적 수사를 넘어, 기업과 도민이 체감할 수 있는 실행계획을 제시하는 자리가 돼야 한다”고 밝혔다.

The Saemangeum Residents' Conference, which has been urging for changes in the Saemangeum seawater distribution and development plan, issued a statement on the 25th demanding, "Present a practical, innovative, and cooperative basic plan for Saemangeum at the Jeonbuk Town Hall meeting." The conference emphasized that President Lee Jae-myung must personally confirm a concrete blueprint for the 'new creation' of Saemangeum ahead of the Jeonbuk Town Hall meeting scheduled for the 27th.

The conference stated, "Continuous seawater distribution and tidal power generation are no longer unrealistic demands but have become common sense," evaluating that the recent 10 trillion won investment plan by the Hyundai Motor Group also reflects the demand for transition in the era of climate crisis. The trend of companies moving to the southwest region abundant in renewable energy signals a reshaping of the industrial landscape centered around RE100 power.

However, it was pointed out that mere expectations are not enough. It was argued that the plan should move away from privatization-dependent plans with low feasibility and a landfill-centric rush, significantly reducing landfill areas and transitioning to 'concentrated comprehensive development' suitable for land use. As ocean solar power requires verification, it was emphasized that the basic plan should specify a strategy centered on renewable energy, including agricultural solar power capable of supplying 1GW within 3 years and 3GW within 5 years, based on tidal and wind power.

The conference also highlighted the issue that the current renewable energy facilities in Saemangeum are only at the 300MW level. It warned that if it fails to prove that it can supply 5GW within 5 years for creating the RE100 industrial complex through fair plans and grid connection measures, it could become another 'hope torture.'

The readiness for attracting businesses also came under scrutiny. It was questioned whether there are sites available for Hyundai Motor to immediately build a factory, and if there is sufficient water and power infrastructure. Particularly, it was emphasized that grid independence and revision of the Power Purchase Agreement (PPA) system are necessary to ensure that the electricity generated in Saemangeum is not leaked to the metropolitan area but supplied to regional industrial complexes.

It also revealed a sense of crisis about internal competition in Honam. While Jeonnam is accelerating the establishment of distributed energy special zones and large-scale ESS complexes, Saemangeum needs to present a differentiated strategy combining stable power base through agricultural solar power and tidal power, AI, green hydrogen, and robot industries.

Furthermore, it was suggested that the benefits of renewable energy should be returned to residents and fishermen who have endured significant fishing damages during the 34-year landfill process in the form of 'basic energy income.' The conference urged for the innovation of the Saemangeum Committee through civil society and resident-participated public-private governance, ensuring public discourse and transparency in the process of changing the basic plan.

The conference diagnosed, "Reality is harsh," stating, "The moment the strategic industry relocation and relocation of large companies were declared, Saemangeum entered the national competition arena." It further stated, "The Town Hall meeting on the 27th should go beyond declarative investigations and become a place where companies and residents can perceive an executable plan."
