“학교운영위원회, 교육정책과 현장의 가교 역할 충실히 하겠다”

윤미연 전주시 학교운영위원장협의회장이 제23대 전북특별자치도 학교운영위원장협의회(이하 전북학운협) 회장에 선출됐다.

전북학운협은 지난 4일 협의회 회의실에서 ‘2025년 정기총회’를 열고, 경선을 통해 윤 회장을 신임 도회장으로 뽑았다. 앞서 윤 회장은 지난 5월 23일 열린 전주시 학교운영위원장협의회 회장 선거에서도 과반 지지를 얻으며 선출된 바 있다. 도회장 선거에서도 윤 회장은 의외의 선전을 통해 도 선거에서도 연속 승리를 거두며 존재감을 재확인했다.

전북학운협은 도내 14개 시·군 학운협 회장들로 구성된 협의체로, 각 지역 협의회는 해당 지역 단위학교 운영위원장들로 구성된다. 이들은 학교 현장의 자율성과 민주성을 실현하는 교육 참여 기구로서, 지역 교육 현안에 대한 의견을 수렴하고 교육청과의 소통 창구 역할을 담당한다.

윤 회장은 당선 소감에서 “최근 학교자율화 확대 등으로 단위학교 중심의 다양한 교육정책이 추진되고 있는 상황에서, 학교운영위원회는 그 가교로서 중요한 책무를 맡고 있다”며 “모든 아이들이 공정한 교육 기회를 누릴 수 있도록, 학교의 실정과 특색에 맞는 창의적 교육이 실현되도록 최선을 다하겠다”고 밝혔다.

또한 “각 학교 단위의 학교운영위원회와 긴밀히 소통하고 협력하여 전북교육에 실질적인 대안을 마련해가겠다”며 “학부모와 지역사회의 목소리가 교육정책에 반영될 수 있도록 책임 있는 역할을 수행하겠다”고 강조했다.

윤 회장은 이번 선거 연설에서 ‘일하는 협의회, 소통하는 협의회, 함께하는 협의회’라는 3대 비전을 제시하며, 사무국 운영 구조의 역할 재정비, 온라인 소통 채널 활성화, 정례 간담회 및 정책토론회 개최 등을 통해 투명하고 실질적인 참여 구조를 만들겠다는 구상을 내놓았다.

이번 선거는 단순한 대표 선출을 넘어, 전북 학운협이 어떤 방향으로 나아갈 것인가를 둘러싼 정책과 노선의 경쟁이었다는 점에서 교육계 안팎의 주목을 받았다. 특히 전주시와 도 단위 선거 모두에서 윤 회장이 연이어 당선된 것은, 반대를 위한 반대에 머무르지 않으면서도 학운협이 집행부의 거수기로 전락하는 것을 견제하고, 자율성과 실천력을 함께 확보한 결과로 평가된다.

갈등이 아닌 균형, 종속이 아닌 자율을 선택한 이번 선거 결과는 전북 학운협이 독립성과 책임성을 갖춘 실질적 교육 주체로 나아갈 수 있는 새로운 전기를 마련했다는 점에서 의미가 크다.

Yoon Mi-yeon, Chairperson of the Jeonju City School Steering Committee Association, has been elected as the 23rd President of the Jeollabuk-do Special Self-Governing Province School Steering Committee Association (hereafter referred to as the Jeonbuk School Steering Association).

The Jeonbuk School Steering Association held its 2025 General Assembly on June 4 at the association’s meeting room, where Yoon was elected as the new provincial president through a competitive election. Earlier, on May 23, Yoon had also been elected chairperson of the Jeonju City School Steering Committee Association by winning the majority support of school steering chairs. Her successive victories at both the city and provincial levels reaffirmed her growing presence in the education sector.

The Jeonbuk School Steering Association is a consultative body composed of chairpersons from school steering associations in 14 cities and counties across the province. Each regional association consists of the chairs of school-level steering committees. These committees serve as participatory bodies that promote autonomy and democracy in schools, gathering opinions on local educational issues and acting as a communication bridge with the education office.

In her acceptance speech, Yoon stated, “With the recent expansion of school autonomy, various education policies centered around individual schools are being implemented. School steering committees have a critical role to play as intermediaries in this process.” She added, “I will do my utmost to ensure that all children have fair access to education and that creative, school-specific educational practices can be realized.”

Yoon also emphasized, “By maintaining close communication and cooperation with school-level steering committees, we will work to provide practical alternatives for education in Jeonbuk. I will fulfill a responsible role in ensuring that the voices of parents and the local community are reflected in education policy.”

In her campaign speech, Yoon proposed a threefold vision: “an active association, a communicative association, and a collaborative association.” She pledged to restructure the roles within the secretariat, activate online communication channels, and hold regular forums and policy discussions to build a transparent and genuinely participatory system.

This election drew attention both within and outside the education community, not only for choosing a representative but also for signaling a directional shift in the Jeonbuk School Steering Association. Yoon’s consecutive wins in both city and provincial elections are seen as a reflection of her balanced approach—neither opposing for opposition's sake nor acting as a rubber stamp for the administration. Instead, she has successfully championed both autonomy and action.

The outcome of this election, which favored balance over conflict and autonomy over subordination, is considered a meaningful turning point. It sets the stage for the Jeonbuk School Steering Association to emerge as a truly independent and responsible educational body.
