이번 대회에서는 17개 시도에서 총 1,127명의 선수단(선수 486명, 임원 및 관계자 641명)이 참가해 7개 동계종목에서 기량을 겨룬다.

특히 이번 대회에는 올해 3월에 개최되는 ‘제14회 밀라노-코르티나담페초 동계패럴림픽’ 무대에 참가하는 국내 정상급 동계 장애인선수들이 다수 참가할 예정이다. 이 선수들의 경기는 대회 기간 종목별 경기장에서 확인할 수 있다.
‘꿈을 향한 도전! 비상하라 강원에서!’라는 표어(슬로건) 아래 진행되는 이번 대회의 모든 경기는 누구나 무료로 관람할 수 있다.
