전북특별자치도는 해양폐기물의 발생 예방부터 감시, 수거·운반, 처리까지 전 과정을 상시적으로 관리하는 체계를 구축한다.

도는 ‘2026년도 해양폐기물 관리 시행계획’을 수립하고 총 65억 원을 투입해, 기존의 정화 중심 관리 방식에서 벗어나 예방·감시·수거·처리가 유기적으로 연계되는 종합 관리체계를 추진한다고 27일 밝혔다.

우선 어업인과 지역사회가 함께 참여하는 ‘해양폐기물 민관 합동정화 캠페인’을 새롭게 추진해 해양환경 보전에 대한 인식 개선 등 발생 예방 활동을 강화한다. 폐기물이 상습적으로 유입되는 해안을 대상으로 ‘취약해안 폐기물 대응 사업’에 13억 5,000만 원을 투입해 상시 감시와 즉각 대응이 가능한 관리 체계도 갖출 예정이다.

조업 중 그물에 걸려 올라오는 해양쓰레기를 매입하는 ‘조업 중 인양 해양쓰레기 수매 사업(13억 원)’, 어촌 환경 개선을 위한 ‘어촌마을 환경정비 사업(1억 8,000만 원)’, 도서지역 수거 효율을 높이기 위한 ‘해양쓰레기 선상 집하장 설치 사업(2억 원)’도 지속 추진된다. 이를 통해 어업인의 자발적 참여를 유도하고 현장 중심 수거체계를 강화한다는 방침이다.

군산, 고창, 부안 등 시·군 여건에 맞춘 해양폐기물 수거·처리 사업도 병행된다. 군산 해안정화사업, 고창 연안환경 개선 및 해양폐기물 수거처리, 부안 해양폐기물 수거처리 및 인양 폐기물 수매 사업 등을 통해 지역별 처리 대응력을 높인다.

도서지역에는 선상 집하장을 확충하고, 고창 구시포항에는 CCTV를 설치해 해양폐기물 유입 상황을 상시 모니터링함으로써 무단투기 감시와 즉각 대응이 가능한 체계를 구축할 계획이다.

여름철 집중호우 시 금강 하굿둑을 통해 대량 유입되는 하천 쓰레기에 대응하기 위해서는 충남, 군산해양수산청과 함께 ‘하천폐기물 관리 거버넌스’에 참여해 상류 쓰레기 처리 부담을 공동 분담하고 저감 방안을 마련할 예정이다.

도는 이번 시행계획을 통해 안전한 조업 환경을 조성하고, 깨끗한 해양환경을 기반으로 관광객 유입 확대와 지역경제 활성화에도 기여할 것으로 기대하고 있다.

North Jeolla Special Self-Governing Province is establishing a system to continuously manage the entire process of preventing, monitoring, collecting, transporting, and treating marine waste.

The province announced on the 27th that it will establish the "2026 Marine Waste Management Implementation Plan" and invest a total of 6.5 billion won to promote an integrated management system where prevention, monitoring, collection, and treatment are organically linked, moving away from the existing purification-centered management approach.

First, a new "Public-Private Joint Clean-up Campaign for Marine Waste" involving fishermen and local communities will be launched to strengthen prevention activities such as improving awareness of marine environmental conservation. An amount of 1.35 billion won will be allocated to the "Vulnerable Coastal Waste Response Project" targeting coastlines where waste is frequently introduced, to establish a management system capable of continuous monitoring and immediate response.

Ongoing projects include the "In-Water Marine Waste Retrieval Operation during Fishing Activities (1.3 billion won)", the "Coastal Village Environmental Improvement Project (180 million won)" for enhancing rural fishing village environments, and the "Installation of Offshore Marine Waste Collection Stations (200 million won)" to increase efficiency in waste collection in coastal areas. The aim is to encourage voluntary participation from fishermen and strengthen on-site waste collection systems.

Simultaneously, marine waste collection and treatment projects tailored to the conditions of cities and counties such as Gunsan, Gochang, and Buan will be carried out. This includes enhancing regional response capabilities through projects like the Gunsan Coastal Cleanup Project, Gochang Coastal Environmental Improvement and Marine Waste Collection and Treatment, and Buan Marine Waste Collection and Treatment including in-water waste retrieval operations.

Plans include expanding offshore waste collection stations in coastal areas, installing CCTV in Gochang's Gusepo Port to monitor marine waste inflow situations in real-time, thereby establishing a system for monitoring unauthorized dumping and immediate response.

To address the large influx of river waste during concentrated summer rains through the Geum River dam, the province will participate in the "River Waste Management Governance" with Chungnam and Gunsan Marine Fisheries Administration to jointly share the burden of upper stream waste treatment and devise reduction measures.

Through this implementation plan, the province expects to create a safe fishing environment, contribute to expanding tourist inflows, and stimulate the local economy based on a clean marine environment.
