문화체육관광부(장관 최휘영, 이하 문체부)는 사회적 약자인 취약계층의 문화향유 기회를 확대하기 위해 올해 ‘통합문화이용권(이하 문화누리카드)’의 연간 지원금을 전년 대비 1만 원 인상한 15만 원을 지원한다.

아울러 수혜 대상 중 청소년(13∼18세)과 고령기에 진입한 사람(60∼64세)에게는 지원금 1만 원을 추가한 총 16만 원을 지급해 생애주기별 문화누림 수요에 맞춰 더욱 촘촘하게 지원한다.

‘문화누리카드’ 지원 사업은 6세 이상(2020년 12월 31일 이전 출생자) 기초생활수급자, 법정 차상위계층의 문화예술·여행·체육 활동을 지원하는 사업이다. 문체부는 이용자가 실질적으로 문화를 누릴 수 있도록 거의 매년 지원금액을 인상*해 왔다. 올해는 총 3,745억 원(국비 2,636억 원, 지방비 1,109억 원)을 투입해 총 270만 명을 지원한다.

‘문화누리카드’는 2일부터 11월 30일까지 전국 주민센터와 ‘문화누리카드’ 누리집(www.mnuri.kr), 모바일 응용프로그램(앱)을 통해 신청·발급받을 수 있으며, 발급받은 카드는 12월 31일까지 사용해야 한다.

지난해 ‘문화누리카드’로 3만 원 이상 사용했으며, 올해도 수급 자격을 유지하는 사람은 별도로 신청하지 않아도 올해 지원금이 카드에 자동으로 충전된다. 지원금 자동 충전이 완료된 대상자에게는 자동 재충전 완료 알림 문자가 발송되며, 2월 2일 이후에는 전국 주민센터와 문화누리카드 누리집, 전화(1544-3412), 모바일 응용프로그램(앱)을 통해서도 자동 재충전 여부를 확인할 수 있다.

‘문화누리카드’는 전국 3만 5천여 개의 문화예술, 국내 여행, 체육 분야 가맹점에서 이용할 수 있으며, 영화 관람료 2,500원 할인, 주요 서점 도서 구매 시 10% 할인, 4대 프로스포츠(배구, 농구, 축구, 야구) 관람료 최대 40% 할인, 공연∙전시 관람료, 악기 구입비, 숙박료, 놀이공원(테마파크) 입장권, 체육시설 이용료, 스포츠용품 할인(각 가맹점 할인율 상이) 등 다양한 혜택도 함께 제공한다. 문화예술단체가 기부한 입장권 ‘나눔티켓(무료 또는 할인)’도 1인당 4매(월 3회 한도)까지 사용할 수 있다.

‘문화누리’ 누리집 또는 모바일 응용프로그램(앱)을 활용하면 ‘문화누리카드’의 지역∙분야별 가맹점 정보와 무료 및 할인 혜택, ‘나눔티켓’ 등 자세한 내용을 확인할 수 있으며, 위치기반 서비스를 적용해 이용자 주변 가맹점 정보도 검색할 수 있다. 문체부는 앞으로도 이용자가 더욱 풍성하게 문화생활을 즐길 수 있도록 신규 가맹점을 지속적으로 늘려나갈 계획이다.

특히 문체부는 문화누리카드 정보에 대한 접근성 부족 등으로 카드를 발급받지 못하거나 카드를 이용하는 데 불편함을 느끼지 않도록, 정부 대표 행정 알림 서비스인 국민비서 ‘구삐’와 연계해 미수혜자를 적극 발굴하고, 저시력자와 시각장애인 이용자는 점자 카드를 발급받을 수 있도록 지원한다.

또한 카드 재발급 시기를 놓쳐 불편을 겪지 않도록 카드 유효기간 만료일 한 달 전에 이용자에게 그 사실을 미리 알려주는 서비스를 제공한다. 카드 이용 한도가 부족할 경우에는 정부 지원금 외에 본인 충전금을 최대 30만 원(1년 200만 원 이내)까지 충전해서 사용할 수 있고, 간편결제서비스(NH 페이, 네이버 페이 등)에 ‘문화누리카드’ 정보만 등록하면 온·오프라인 가맹점에서 실물 카드 없이 간편결제를 할 수 있다.

The Ministry of Culture, Sports and Tourism (Minister Choi Hwi-young, hereinafter referred to as the Ministry) will provide an annual support fund of 150,000 won for the 'Integrated Culture Card (hereinafter Culture Nuri Card)' this year, which is an increase of 10,000 won compared to the previous year, in order to expand cultural enjoyment opportunities for socially vulnerable groups.

In addition, an additional 10,000 won in support funds will be provided to teenagers (aged 13-18) and those entering old age (aged 60-64), totaling 160,000 won, to more closely support cultural enjoyment demand according to life cycle stages.

The 'Culture Nuri Card' support program is aimed at supporting cultural, artistic, travel, and sports activities for basic livelihood recipients aged 6 and above (born before December 31, 2020) and legal low-income groups. The Ministry has been increasing the support amount almost every year to ensure that users can actually enjoy culture. This year, a total of 374.5 billion won (national budget 263.6 billion won, local budget 110.9 billion won) will be allocated to support a total of 2.7 million people.

From the 2nd to November 30th, the 'Culture Nuri Card' can be applied for and issued through nationwide resident centers, the 'Culture Nuri Card' Nuri House (www.mnuri.kr), and a mobile application (app), and the issued card must be used by December 31st.

Those who spent more than 30,000 won with the 'Culture Nuri Card' last year and still maintain eligibility this year will have the support funds automatically recharged to their card without needing to apply separately. Those who have completed the automatic recharge will receive a notification message, and from February 2nd onwards, they can also check the status of automatic recharge through nationwide resident centers, the Culture Nuri Card Nuri House, phone (1544-3412), and the mobile application (app).

The 'Culture Nuri Card' can be used at over 35,000 cultural arts, domestic travel, and sports affiliate stores nationwide, providing various benefits such as a 2,500 won discount on movie tickets, a 10% discount on major bookstore purchases, up to 40% discount on admission fees for the four major sports (volleyball, basketball, soccer, baseball), performance and exhibition admission fees, musical instrument purchase costs, accommodation fees, amusement park entrance tickets, sports facility usage fees, and sports equipment discounts (discount rates vary by affiliate store). Additionally, each person can use up to 4 donated ticket vouchers ('Sharing Tickets' for free or discounted) per month (up to 3 times).

By using the 'Culture Nuri' Nuri House or mobile application (app), users can check detailed information on regional and sector-specific affiliate stores, free and discounted benefits, 'Sharing Tickets', and even search for affiliate stores near them through location-based services. The Ministry plans to continuously increase the number of new affiliate stores to allow users to enjoy a more enriching cultural life.

Especially, to address the lack of accessibility to information about the Culture Nuri Card and to ensure that those who have not received the card or feel inconvenience in using it are not left out, the Ministry actively identifies non-beneficiaries in collaboration with the government's representative administrative notification service, the National Assistant 'Guppi', and supports visually impaired users and blind users in obtaining Braille cards.

Furthermore, to prevent inconvenience from missing the card reissuance period, a service is provided to notify users one month before the expiration date of the card's validity. If the card usage limit is insufficient, users can charge up to a maximum of 300,000 won (within 2 million won per year) in addition to government support funds and can make easy payments online and offline at affiliate stores by registering only the 'Culture Nuri Card' information with simple payment services (NH Pay, Naver Pay, etc.) without the physical card.
