전북특별자치도의회 오은미 의원(순창)은 23일 열린 제418회 임시회 제1차 본회의에서 ‘유전자변형(LMO) 감자 수입 중단 촉구 결의안’을 대표 발의하며 정부의 수입 절차 중단을 강력히 요구했다.

오 의원에 따르면 농촌진흥청은 미국 심플롯사가 개발한 유전자변형 감자(SPS-Y9)에 대해 작물재배환경위해성 심사에서 ‘적합’ 판정을 내리고, 이를 지난 2월 식품의약품안전처에 통보한 상태다. 현재 인체 위해성 심사만을 남겨두고 있어 국내 수입이 초읽기에 들어갔다는 설명이다.

오 의원은 “유전자변형 감자가 최종 승인될 경우 감자튀김 등 가공 식품 형태로 국민 식탁에 오르게 되어 식품 안전성이 심각하게 위협받을 수 있다”고 지적했다. 또한 “국내 감자 농가의 설 자리가 줄고, 자급률 하락과 함께 식량주권도 위협받을 수 있다”며 우려를 표했다.

실제로 국내 곡물 자급률은 2022년 기준 22.3%에 불과한 가운데, 감자 등 서류는 93.4%로 비교적 높은 자급률을 유지하고 있는 품목이다. 오 의원은 “미국산 유전자변형 감자 수입은 자급률 20% 붕괴로 이어질 수 있다”고 경고했다.

오 의원은 결의안을 통해 “정부는 GMO 감자의 수입 승인 절차를 즉각 중단하고, 국민의 알 권리를 보장할 수 있도록 GMO 완전 표시제를 조속히 시행하라”고 촉구했다. “햇감자 수확이 한창인 지금, 농민들은 미국산 감자 수입 가능성에 생존권을 위협받고 있다”며, 정부의 책임 있는 대응을 거듭 강조했다.

On the 23rd, at the first plenary session of the 418th extraordinary session of the Jeonbuk Special Self-Governing Province Council, Representative Oh Eun-mi (from Sunchang) strongly urged the government to halt the importation of genetically modified (LMO) potatoes by proposing a resolution titled 'Resolution Urging Suspension of Genetically Modified (LMO) Potato Imports.'

According to Representative Oh, the Rural Development Administration has deemed the genetically modified potato (SPS-Y9) developed by Simplot in the United States as 'suitable' in the environmental safety assessment for crop cultivation and notified the Food and Drug Safety Ministry of this in February. It is explained that only the assessment of human safety remains, which has put domestic imports on the fast track.

Representative Oh pointed out, "If genetically modified potatoes are finally approved, they could end up on the Korean dinner table in processed forms like potato chips, posing a serious threat to food safety." She also expressed concerns, saying, "The livelihoods of domestic potato farmers could diminish, and along with a decrease in self-sufficiency, food sovereignty could also be threatened."

In reality, as of 2022, the self-sufficiency rate for grains in Korea is only 22.3%, while potatoes and other tubers maintain a relatively high self-sufficiency rate of 93.4%. Representative Oh warned, "The import of genetically modified potatoes from the U.S. could lead to a collapse in the 20% self-sufficiency rate."

Through the resolution, Representative Oh urged the government to "immediately halt the approval process for the importation of GMO potatoes and promptly implement a complete GMO labeling system to ensure the rights of the people." She emphasized the need for the government to provide a responsible response, stating, "At a time when fresh potato harvest is in full swing, farmers are facing a threat to their survival due to the possibility of importing American potatoes."
