새만금도민회의(공동대표 조준호·조규춘·오창환·고영조·김종주)와 더민주전북혁신회의(공동상임대표 김용만·강충상)는 지난 30일 전북자치도의회 세미나실에서 공동 정책협약식을 갖고 ‘해수유통을 기반으로 한 탄소중립 새만금’ 추진에 뜻을 모았다.
이날 협약식에는 양 단체의 임원 30여 명이 참석했으며, 새만금의 지속가능한 개발을 위한 5대 정책과제를 중심으로 ‘새만금 새판짜기’에 대한 실질적 협력을 약속했다.
새만금도민회의는 지난 7년간 조력발전소를 통한 해수유통 확대와 태양광 등 재생에너지 중심의 개발을 제안해 왔으며, 이를 통해 수질 개선, 갯벌 복원, 수산업 재건, 생태관광 활성화 등을 목표로 제시해왔다.
조준호 공동대표는 인사말에서 “자연 보존과 개발의 공존 속에서 새만금 사업의 이익을 극대화할 수 있는 현실적인 대안을 고민해왔다”며 “매립 중심 개발에서 벗어나 조력발전 등 지속가능한 전환을 지지해준 더민주전북혁신회의와 함께하게 되어 기쁘다”고 밝혔다.
더민주전북혁신회의 김용만 공동상임대표는 “썩은 물을 살리는 길은 해수유통이고, 산업의 기운을 불어넣는 해법은 에너지 생산”이라며, “자연을 활용해 깨끗하고 싼 전기를 공급하고, 어민과 기업이 공존할 수 있는 새만금을 만들겠다”고 강조했다.
양측은 협약서에 서명하며, 이재명 더불어민주당 대선 후보의 공약 채택을 목표로 공동 대응하고, 이후 새 정부 출범 이후에도 지속적으로 협력할 것을 약속했다.
행사 마지막에는 참석자들이 ‘새만금 새판짜기 조감도’에 5대 정책과제를 부착하는 퍼포먼스를 펼치며, 민관협치를 통한 전북혁신과 새만금의 주체적 전환을 다짐했다.

이번 협약에서 제시된 5대 새만금 새판짜기 정책과제는 ▲새만금 조력발전으로 상시 해수유통 실현 ▲새만금 분산에너지 특화단지 지정 및 RE100 산업단지 조성 ▲새만금 영농형 태양광 시범사업 추진 ▲새만금 이차전지 산업단지 내 폐수처리장 설치 및 화학사고 대비체계 구축 ▲새만금 외해역 특별관리해역 지정 및 거버넌스 체계(관리위원회) 설치다.

At the end of the event, participants engaged in a performance where they attached the five major policy tasks of the "renewal of Saemangeum" to a conceptual drawing, pledging to achieve Jeonbuk's innovation and the proactive transition of Saemangeum through public-private cooperation.
Co-representative Oh Chang-hwan stated, "Saemangeum is a key hub for responding to the climate crisis and achieving carbon neutrality, with the potential for attracting large-scale renewable energy-based industries and implementing a green basic income model."
