국민의힘 김문수 대선 후보 측이 정치활동이 법적으로 제한된 교사들에게 무단으로 ‘선거대책본부 임명장’을 발송한 사실이 알려지면서 교육계 안팎에서 거센 반발이 일고 있다. 전국교직원노동조합 전북지부는 21일 성명을 내고 “교사를 정치 도구로 삼으려는 시도를 강력히 규탄한다”며 진상 규명과 공식 사과를 촉구했다.

전교조 전북지부에 따르면 최근 김문수 후보 명의의 선대본 임명장이 전국 다수 교사들에게 발송됐다. 일부 임명장에는 ‘교육특보’ 등 교육 관련 직책이 기재되어 있어, 수신자가 교사임을 인지한 상태에서 보낸 것으로 해석된다. 전북지부에만 180건이 넘는 피해 사례가 접수된 상황이다.

전교조는 “정치활동이 법적으로 금지된 교사에게 선거조직의 직책을 부여하고 이를 일방적으로 통보한 행위는 명백한 법 위반 소지가 있다”며 “개인정보 유출 가능성 또한 매우 심각하다”고 비판했다.

특히 이번 사안은 국민의힘이 최근 교육 공약에서 ‘교육감 직선제 폐지’를 주장하며 교육의 정치적 중립성을 강조한 것과도 모순된다는 지적이 나온다. 전교조는 “정치적 중립을 강조하던 정당이 정작 선거 국면에서는 교사를 선거조직의 일부로 활용하려는 것은 이중적이고 위선적인 태도”라고 비판했다.

전교조 전북지부는 이번 사건의 진상조사와 책임자 처벌을 강력히 요구하며 세 가지 사항을 공식 요구했다. ▲ 김문수 후보 선거캠프는 임명장 발송 경위와 개인정보 확보 경로를 즉각 공개하고 ▲ 국민의힘은 관련 행위에 대해 공식 사과하며 ▲ 중앙선거관리위원회와 사법당국은 공직선거법 위반 및 개인정보 불법 유출 정황에 대한 조사와 수사에 즉각 착수해야 한다는 것이다.

전교조는 “교사는 누구의 정치 도구도 아니며, 정치적 침묵을 강요당해 온 교사들이 이번에는 정치조직 명단에 일방적으로 이름을 올리는 방식으로 다시 침해를 당하고 있다”며, 끝까지 책임을 묻겠다는 입장을 분명히 했다.

한편 국민의힘은 전북 지역뿐만 아니라 전국 각지의 교사들에게도 동일한 방식으로 임명장을 발송한 것으로 확인되고 있다. 서울, 경기, 대전, 충북, 전남, 경남, 제주 등 다양한 지역의 교사들에게 ‘선대본 교육특보’ 또는 ‘정책자문위원’ 명의의 임명장이 전달됐으며, 일부는 퇴직 교사나 강사 신분임에도 불구하고 발송 대상에 포함된 것으로 알려졌다. 지역별 전교조 지부에는 관련 제보가 계속해서 접수되고 있으며, 일부 지부는 자체적으로 실태조사에 착수한 상태다. 일각에서는 이번 발송이 특정 교원 명부를 토대로 체계적으로 진행된 조직적 선거운동의 일환일 수 있다는 의혹도 제기되고 있다.

현재까지 국민의힘과 김문수 후보 측은 이와 관련한 별도의 해명이나 입장을 내놓지 않고 있다.

There is strong backlash in the education sector following the revelation that Kim Moon-soo, a presidential candidate from the People Power Party, had unauthorizedly sent out "Election Campaign Headquarters Appointment Certificates" to teachers whose political activities are legally restricted. The Jeonbuk branch of the National Teachers Union issued a statement on the 21st condemning the attempt to use teachers as political tools and demanding a thorough investigation and an official apology.

According to the Jeonbuk branch of the National Teachers Union, recently, appointment certificates bearing Kim Moon-soo's name were sent to numerous teachers nationwide. Some of the certificates listed education-related positions such as "Education Special Envoy," implying that they were sent with the understanding that the recipients were teachers. The Jeonbuk branch alone has received over 180 cases of damages.

The National Teachers Union criticized the act, stating that appointing election organization positions to teachers whose political activities are legally prohibited and unilaterally notifying them has clear potential for legal violations and poses a serious risk of leaking personal information.

In particular, this incident contradicts the People Power Party's recent education pledge advocating for the abolition of the direct election of superintendents and emphasizing the political neutrality of education. The National Teachers Union criticized the party, stating that using teachers as part of election organizations despite emphasizing political neutrality is hypocritical.

The Jeonbuk branch of the National Teachers Union strongly demanded a thorough investigation into the incident, punishment of those responsible, and three official requests: ▲ Kim Moon-soo's campaign should immediately disclose the process of sending out the appointment certificates and how personal information was obtained ▲ The People Power Party should issue an official apology for the related actions ▲ The National Election Commission and judicial authorities should promptly initiate investigations and prosecutions for violations of the Public Official Election Act and illegal leakage of personal information.

The National Teachers Union firmly stated that teachers are not anyone's political tools and that teachers who have been forced into political silence are now being violated again by unilaterally being listed in political organization lists, vowing to hold those responsible accountable until the end.

It has been confirmed that the People Power Party sent out appointment certificates in the same manner to teachers not only in Jeonbuk but also in various regions nationwide. Certificates bearing the titles "Election Campaign Special Envoy" or "Policy Advisory Council Member" were delivered to teachers in regions such as Seoul, Gyeonggi, Daejeon, Chungbuk, Jeonnam, Gyeongnam, and Jeju. Some retired teachers and instructors were included in the recipients despite their non-teaching status. Reports are continuously being received by regional branches of the National Teachers Union, with some branches initiating their own investigations. There are suspicions in some quarters that this distribution may be part of a systematic organized election campaign based on specific teacher lists.

So far, the People Power Party and Kim Moon-soo's camp have not provided any separate explanations or statements regarding this matter.
