전국 시·도교육감을 대상으로 한 리얼미터의 5월 직무수행능력 평가에서 서거석 전북교육감이 11위를 기록한 가운데, 지역 교육단체가 이 결과를 “도민의 냉정한 평가”로 받아들이고 강도 높은 비판을 제기했다.

여론조사 전문기관 리얼미터는 매월 전국 17개 시·도교육감을 대상으로 직무수행 평가를 실시하고 있으며, 이번 5월 조사에서는 순위가 12위까지 공개됐다. 서 교육감은 2월 10위, 3월 9위를 기록한 데 이어 이번에는 11위로 하락했다.

이에 대해 전북 지역 교사·교육계 인사들이 모인 ‘새길을 여는 참교육포럼’(대표 노병섭)은 21일 성명을 내고 “낮은 평가는 교육 현장의 목소리를 배제한 독단적·비민주적 행정의 결과”라며 “도민의 불신은 결국 학생과 학부모에게 피해로 돌아갈 수 있다”고 경고했다.

포럼은 “서 교육감은 정책에 대한 이해 부족이 평가 부진의 원인이라 생각할 수 있지만, 도민의 판단은 지난 3년간의 정책 방향에 대한 총체적 평가”라며 “이제라도 정책 노선을 되돌아보고 변화와 혁신의 계기로 삼아야 한다”고 밝혔다.

특히 포럼은 서 교육감의 사법 리스크가 신뢰 하락의 주된 요인 중 하나라고 지적했다. 서 교육감은 전북대학교 총장 재임 당시 동료 교수 폭행 사건과 관련해 ‘허위사실 공표’ 혐의로 2심에서 벌금 500만 원을 선고받았으며, 현재 대법원의 최종 판결을 앞두고 있다. 만약 벌금 100만 원 이상의 형이 확정될 경우 교육감직은 자동 상실된다.

이와 함께 최근 언론을 통해 보도된 교육청 관련 비위 의혹들도 도민의 불신을 가중시켰다고 포럼은 주장했다. “법정을 오가며 교육에 집중하지 못한 점, 도민 앞에서 사과나 해명이 없었던 점 등이 실망을 넘어 거부감으로 이어졌다는 점을 무겁게 받아들여야 한다”고 지적했다.

포럼은 “전북교육청은 민심에 겸허히 귀 기울이고 자정과 혁신에 나서야 한다”며, 전북교육이 신뢰를 회복하고 올바른 방향으로 나아가기 위한 근본적 변화가 시급하다고 강조했다.

The forum stated, "While Superintendent Seo's lack of understanding of policies may be considered a reason for the poor evaluation, the residents' judgment is a comprehensive assessment of the policy direction over the past three years," and emphasized, "It is now necessary to reflect on the policy direction and take it as an opportunity for change and innovation."

In particular, the forum pointed out that the judicial risk of Superintendent Seo is one of the main factors contributing to the decline in trust. Superintendent Seo was fined 5 million won for 'false disclosure of facts' related to a case of assaulting a fellow professor during his tenure as the president of Jeonbuk University, and is currently awaiting the final decision of the Supreme Court. If a sentence of more than 1 million won is confirmed, he will automatically lose his position as superintendent.

Furthermore, the forum argued that recent suspicions of misconduct related to the education office reported in the media have exacerbated the residents' distrust. They emphasized that it is crucial to seriously consider the disappointment and growing resistance due to the failure to focus on education while shuttling between courtrooms and the lack of apologies or explanations to the residents.

The forum stressed that "Jeonbuk Education Office should humbly listen to public opinion and actively engage in reform and innovation," emphasizing the urgent need for fundamental changes for Jeonbuk education to regain trust and move in the right direction.
