전북특별자치도의회 교육위원회(위원장 진형석)는 13일 전북교육청을 대상으로 2024회계연도 결산 및 예비비 지출 승인 심사를 실시하고, 예산 집행과 성과 관리 전반에 대한 강도 높은 질의를 이어갔다.

도교육청에 따르면 2024년 회계연도 세입 결산액은 4조 8,314억 원, 세출 결산액은 4조 6,175억 원으로, 2,139억 원의 차액이 발생했다. 이 중 △명시·사고·계속비 이월액은 1,766억 원, △보조금 반납액은 2억 원, △순세계잉여금은 371억 원이다.

진형석 위원장(전주2)은 “결산 때마다 사업 성과보고서의 부실함을 지적했지만 개선되지 않고 있다”며 강하게 질타했다. 그는 “달성률이 낮은 전년도 실적을 다음 해 목표로 제시하거나, 성과로 보기 어려운 지표를 넣어 자화자찬하는 보고 방식은 시급히 개선돼야 한다”고 비판했다.

이어 “달성되지 못한 지표도 문제지만, 달성했다고 보고된 지표들도 실제로는 부실하거나 의미 없는 내용이 많다”며 실질적인 성과 평가 체계를 요구했다.

이병철 의원(전주7)은 “도교육청이 666억 원의 채무를 안고 있고, 자체 수입은 미미한 가운데 중앙정부 이전수입에 의존하고 있다”며 “예산 집행에 있어 더욱 무거운 책임감을 가져야 한다”고 강조했다.

윤수봉 의원(완주1)은 이리초 교실 증축, 섬진강 자연학습장 신축 사업 등이 명시이월 이후에도 다시 사고이월된 점을 지적하며, “사업 추진 과정이 너무 느슨하다”고 비판했다. 또한 “시설사업에서 불용액이 과도하게 발생하는 것은 예산이 부풀려졌기 때문일 수 있다”며 인력 보강 등 보다 면밀한 예산 추계를 요구했다.

도의회 교육위원회는 도교육청이 책임 있는 예산 운용과 함께 실효성 있는 성과관리 체계를 구축할 것을 강하게 주문했다.

The Education Committee of the Jeonbuk Special Self-Governing Province Council, led by Chairman Jin Hyeong-seok, conducted a review and approval assessment of the 2024 fiscal year final accounts and preliminary budget expenditures of the Jeonbuk Provincial Office of Education on the 13th, followed by intense questioning on budget execution and performance management.

According to the Provincial Office of Education, the final account for the 2024 fiscal year showed total revenue of 48.314 billion won and total expenditure of 46.175 billion won, resulting in a difference of 2.139 billion won. Among this, the carry-over amount for deficits, incidents, and continuing expenses was 1.766 billion won, the amount of returned subsidies was 2 billion won, and the net surplus was 371 billion won.

Chairman Jin Hyeong-seok (Jeonju 2) strongly criticized, stating, "I have pointed out the deficiencies in the performance reports every year during the final accounts, but they have not been improved." He further criticized, "It is urgent to improve the reporting method that presents the previous year's low achievement rate as the next year's target or includes indicators that are difficult to consider as achievements for self-praise."

He demanded a substantial performance evaluation system, stating, "Not only the indicators that were not achieved are problematic, but also many of the reported indicators as achieved are actually weak or meaningless."

Assemblyman Lee Byeong-cheol (Jeonju 7) emphasized, "The Provincial Office of Education is burdened with 666 billion won in debt and relies on central government transfers for revenue, with minimal self-generated income," and stressed, "They should have a heavier sense of responsibility in budget execution."

Assemblyman Yoon Soo-bong (Wanju 1) criticized the expansion of the Iricho classroom and the construction of the Seomjin River Nature Learning Center projects for being re-budgeted after being carried over, stating, "The project implementation process is too lax." He also demanded a more meticulous budget estimation, suggesting that excessive waste in facility projects could be due to inflated budgets, and called for reinforcement of personnel for more thorough budget estimates.

The Education Committee of the Council strongly urged the Provincial Office of Education to establish a responsible budget operation and an effective performance management system.
