김영훈 고용노동부 장관이 8일 안호영 국회의원(환경노동위원회 위원장), 유희태 완주군수와 함께 완주군 외국인 근로자 숙소와 농작업 현장을 방문해 근로환경과 인권 실태를 점검했다.

이번 점검은 혹서기 외국인 근로자의 건강·안전 관리와 주거환경을 살피고 인권 보호 대책을 논의하기 위해 마련됐다. 점검단은 용진면 인근 숙소와 비닐하우스를 찾아 냉방시설, 온열질환 예방 조치 등 안전관리 상태를 확인했으며, 간담회에서는 외국인 근로자와의 소통 강화 방안과 ‘이름 부르기 캠페인’ 취지를 공유했다.

유희태 군수는 “외국인 근로자는 완주군 농업과 지역사회를 함께 이끌어가는 소중한 이웃”이라며 “더 나은 환경에서 일하고 생활할 수 있도록 주거 여건 개선과 맞춤형 지원체계 강화에 최선을 다하겠다”고 말했다.

같은 날 완주군의회 유의식 의장은 김 장관에게 외국인 계절근로자 관리 효율성을 높이기 위해 ‘외국인고용관리시스템(고용24)’의 지자체 연동 및 활용 확대를 공식 건의했다. 그는 “지자체와 중앙정부 간 정보공유가 원활하지 않아 행정에 어려움이 크다”며 “고용24 시스템을 지자체 업무에 연동하면 불법체류자 관리, 인력 이탈 방지, 고용현황 파악 등 전반적인 관리 수준이 향상될 것”이라고 강조했다.

완주군은 올해 계절근로자 175명을 도입했고, 결혼이민자 가족 초청으로 92명을 추가 확보했으며, 9월에는 필리핀 랄로시에서 면접을 통해 우수 인력을 선발할 예정이다. 고용노동부는 현장 의견을 정책에 반영하고, 농업 분야 외국인 근로자의 근로·생활 환경 개선 지원책을 지속 추진한다는 방침이다.

Minister of Employment and Labor Kim Young-hoon, along with Ahn Hoyoung, a member of the National Assembly (Chairman of the Environment and Labor Committee), and Yoo Hee-tae, the mayor of Wanju County, visited the foreign workers' dormitories and agricultural work sites in Wanju County on the 8th to inspect the working environment and human rights situation.

This inspection was conducted to examine the health and safety management, living environment, and discuss human rights protection measures for foreign workers during the cold season. The inspection team visited dormitories and vinyl houses near Yongjin-myeon to verify the safety management status, including cooling facilities and measures to prevent heat-related illnesses. During the meeting, they shared ideas on enhancing communication with foreign workers and the 'calling by name campaign'.

Mayor Yoo Hee-tae stated, "Foreign workers are valuable neighbors leading Wanju County's agriculture and local community together," and expressed his commitment to improving living conditions and enhancing tailored support systems for them to work and live in a better environment.

On the same day, Chairman Yoo Yi-sik of the Wanju County Council officially proposed to Minister Kim to enhance the efficiency of managing foreign seasonal workers by expanding the linkage and utilization of the 'Foreign Employment Management System (Employment 24)' at the local government level. He emphasized that improving information sharing between local governments and the central government through the Employment 24 system would enhance overall management levels, including managing illegal residents, preventing labor force attrition, and understanding employment status.

Wanju County introduced 175 seasonal workers this year, secured an additional 92 through inviting immigrant families, and plans to select excellent candidates through interviews in Rallos City, the Philippines, in September. The Ministry of Employment and Labor will continue to pursue support measures to improve the working and living environment of foreign workers in the agricultural sector by reflecting on-site opinions in policies.
