전주시민단체가 덕진공원 건지산 일원에 추진 중인 초고층 아파트 건설 사업의 전면 중단을 요구하고 나섰다. 이들은 건지산이 시민의 대표적인 휴식처이자 생태 보고임에도 불구하고, 난개발과 특혜 의혹으로 훼손 위기에 놓였다며 강력히 규탄했다.

전주시는 ‘도시공원 일몰제’로 인한 공원 부지 해제를 막기 위해 민간공원 특례사업을 대안으로 제시하고 있다. 그러나 시민단체는 “20년간의 유예기간 동안 부지 매입에 소극적으로 대응한 전주시의 안일한 행정이 사태를 초래했다”며 “이제 와서 시민의 소중한 녹지 공간을 특정 민간사업자의 개발 이익에 내주는 꼴”이라고 비판했다.

건지산 일대는 ▲전북대 학술림의 울창한 숲 ▲편백나무와 오리나무 군락 ▲수달이 사는 오송제 생태습지 ▲백로·왜가리 서식지 ▲천년 역사의 덕진연못과 조경단 ▲전주생태동물원과 체련공원 둘레길 등 다양한 생태·문화 자원을 품고 있다. 맹꽁이와 낙지다리 등 멸종위기 야생생물도 서식해 보전 가치가 높은 지역으로 평가받는다.

공원녹지아파트 호성동 공동비상대책위원회와 전북환경운동연합은 “건지산은 도심 속 공기청정기이자 시민 모두의 생태 쉼터”라며 “아파트 건설은 자연경관 훼손뿐 아니라 교통 혼잡, 일조권 침해 등 생활환경 악화까지 불러올 것”이라고 지적했다. 이어 “특정 민간사업자에게 막대한 이익이 돌아가는 특혜성 난개발 사업”이라고 규정하며 사업 즉각 철회를 촉구했다. 이들은 건지산을 “전주시민의 품으로 되돌려야 한다”며 “전주시는 더 늦기 전에 공원 보전과 공익적 활용 방안을 마련해야 한다”고 강조했다.

A civic group in Jeonju has demanded the immediate halt of the proposed construction of a high-rise apartment complex in the Deokjin Park Geonji Mountain area and has strongly condemned the project. They argued that despite Geonji Mountain being a representative resting place and ecological treasure for citizens, it is now at risk of destruction due to reckless development and suspicions of favoritism.

Jeonju City has proposed a private park special project as an alternative to prevent the release of park land due to the 'City Park Sunset Policy'. However, the civic group criticized the city's negligent administration over the past 20 years, which passively responded to land acquisition during the grace period, stating that it has now led to the situation where the city is sacrificing valuable green spaces of the citizens for the development profits of specific private businesses.

The Geonji Mountain area encompasses various ecological and cultural resources such as the lush forests of Jeonbuk University's academic forest, colonies of pine and oak trees, the Osongje ecological wetland where otters reside, habitats for herons and egrets, the thousand-year-old Deokjin Pond and its landscaping, Jeonju Ecological Zoo, and Cheollan Park walking trail. Endangered species like the Man-ggong-i and Nakji Bridge also inhabit the area, which is highly valued for conservation purposes.

The Park Green Apartment Civic Emergency Committee and Jeonbuk Environmental Movement Union stated that "Geonji Mountain is an air purifier in the city and an ecological sanctuary for all citizens," and pointed out that the construction of apartments will not only damage the natural landscape but also worsen the living environment with increased traffic congestion and infringement on sunlight rights. They labeled the project as "favoritism-driven reckless development benefiting specific private businesses" and urged for its immediate withdrawal. They emphasized that Geonji Mountain should be "returned to the embrace of Jeonju citizens" and stressed that the city should devise conservation and public utility plans for the park before it's too late.
