시민단체 전북지역공동(김학산)은 전주시 완산구 도심의 노상유료주차장에 대해 현장 상인들과 함께 문제점을 조사한 결과, 주차 요금과 공간 활용 방식이 현실과 맞지 않아 실효성이 떨어진다고 지적했다.

현재 고사동과 서노송동 일대에 조성된 노상주차장은 총 106면 규모로, 오전 7~8시부터 오후 7~8시까지 연중무휴로 운영된다. 30분에 900원, 추가 15분마다 450원, 1일 최대 9,000원의 요금이 책정되어 있으며, 이는 공영주차장과 유사한 수준이다.

도심 상권 활성화와 시민 편의 증진을 위해 도입된 노상주차장이지만, 실제로는 단기 방문을 원하는 시민과 사업자들이 큰 불편을 겪고 있다. 한 상인은 "거래처 방문도 잠시 하려고 해도 장기 주차 차량으로 인해 주차 공간을 찾지 못해 결국 돌아가는 경우가 많다"며 "주차장에 주차된 차량들이 장시간 움직이지 않는다"고 호소했다.

핵심 문제는 요금 체계와 관리 방식에 있다. 단기 이용자를 위해 도입된 노상주차장임에도 불구하고, 공영주차장과 유사한 운영 방식으로 인해 장기 주차가 오히려 편리해져 공간 활용의 비효율성이 드러나고 있다. 이로 인해 도심 주차 공간의 회전율이 크게 떨어지고 상권 접근성이 저하되고 있다.

전북지역공동 조훈 청년위원장은 "노상유료주차장은 2시간 이내 단기 이용자에게 할인 혜택을 제공하고, 장기 주차 시 요금을 인상하는 등 차별화된 정책이 필요하다"고 강조했다. 또한 "공영주차장과 요금 체계를 분리하고, 주기적인 공간 이용 모니터링을 통해 장기 주차 집중 지역과 시간대를 파악해 관리 시스템을 개선해야 한다"고 주장했다.

전북지역공동은 "시민의 접근권과 구도심 상권 활성화를 위해 노상주차 정책을 현장 중심으로 개선해야 한다"며 "전주시와 관련 기관의 실효성 있는 개선 방안 마련을 요청했다."고 밝혔다.

The civic group Jeonbuk Regional Community (Kim Haksan) pointed out that the on-street paid parking lots in the downtown area of Wansan-gu, Jeonju City, do not align with reality and lack effectiveness after conducting a survey of the issues with local merchants.

Currently, the on-street parking lots in Gosadong and Seonosongdong areas have a total of 106 spaces and operate year-round from 7-8 am to 7-8 pm. The fees are set at 900 won for 30 minutes, an additional 450 won for every 15 minutes thereafter, with a maximum daily fee of 9,000 won, similar to public parking lots.

Although these on-street parking lots were introduced to revitalize the downtown area and enhance convenience for citizens, in reality, citizens and business owners seeking short-term visits are facing significant inconveniences. One merchant expressed, "Even if I just want to make a brief visit to a client, I often end up leaving because I can't find parking space due to long-term parked vehicles," and appealed that "the vehicles parked in the parking lot remain stationary for a long time."

The key issues lie in the fee system and management methods. Despite being introduced for short-term users, the operation method similar to public parking lots has ironically made long-term parking more convenient, revealing inefficiencies in space utilization. As a result, the turnover rate of downtown parking spaces has significantly decreased, leading to a decline in accessibility to commercial areas.

Jeonbuk Regional Community's Youth Chairman Jo Hun emphasized the need for differentiated policies such as providing discounts to short-term users within 2 hours at on-street paid parking lots and increasing fees for long-term parking. He also argued for separating public parking lots from the fee system and improving the management system by identifying areas and time slots with high concentrations of long-term parking through regular space utilization monitoring.

Jeonbuk Regional Community stated, "In order to improve citizens' access rights and revitalize the downtown commercial area, on-street parking policies need to be improved with a focus on the actual situation," and revealed that they have requested the development of effective improvement measures from Jeonju City and related institutions.
