이들이 들고 나온 피켓에는 “5억 국민세금 아깝다 교육청은 뭐하나?”, “5억 보조금 국민세금 지원, 국민 세금 도둑질, 우리 아이들 교육에 투자하세요”, “승진 대가 2천만 원, 해임이 아니라 복직, 우리 아이들이 본 건 땀이 아니라 돈” 등의 문구가 적혔다. 해당 문구는 운영위원회 측의 주장과 문제의식을 드러낸 것이다.

운영위원회는 이번 사안을 “개별 법인 문제가 아니라 학교 운영의 투명성과 교육 공정성에 직결된 사안”으로 규정했다. 특히 법원 결정에 따른 일부 관계자 복직과 관련해, 운영위원회는 “과거 비위에 상응하는 책임이 충분히 반영됐는지 의문”이라며 징계의 경중, 복직의 타당성, 공공자금(인건비) 집행의 정당성을 핵심 쟁점으로 제시했다. 운영위원회는 “이 같은 결정만으로는 교육적 신뢰 회복에 부족하다”고 주장했다.

운영위원회는 요구사항으로 △사안 전 과정의 투명 공개와 철저한 진상 규명 및 책임 조치 △관계 기관의 공정·객관적 조사와 문제 해결 △교육공동체의 공직윤리·청렴 의식 재정립을 제시했다. 이어 “학교의 건전한 발전과 공정한 운영을 위해 끝까지 책임 있는 자세로 상황을 지켜보고 필요한 역할을 다하겠다”고 밝혔다.

이번 논란의 배경에는 2019년 완산학원 대규모 비리 사태가 있다. 당시 설립자의 공금 횡령·뇌물수수 혐의가 적발돼 설립자가 구속되고, 다수 교직원이 중징계를 받는 등 파장이 이어졌다. 이후 관선이사 체제가 도입됐지만, 인사·규정 개정과 징계자 복직을 둘러싼 갈등이 이어지면서 학교 정상화가 지연됐다는 지적이 반복돼 왔다. 한편 일부 징계 관련 처분과 후속 인사 절차가 자체 감사 위주로 진행되어 원인을 제공했다는 비판도 제기되고 있으며 서거석 교육감 시절 파견된 관선이사회의 대응에 문제가 있다는 비판도 함께 논란이 병행돼 왔다.

The committee argued that "merely such decisions are insufficient for restoring educational trust."

As demands, the committee proposed △transparent disclosure of the entire process and thorough investigation of the truth and responsible measures △fair and objective investigation by relevant institutions and problem resolution △reestablishment of public ethics and integrity awareness in the educational community. They further stated, "We will observe the situation with a responsible attitude until the end for the sound development and fair operation of the school."

The background of this controversy stems from a large-scale corruption scandal involving Wansan Foundation in 2019. At that time, the founder was arrested for embezzlement and bribery, leading to disciplinary actions against many school staff members. Despite the subsequent introduction of a new board of directors, conflicts over personnel changes, regulations, and reinstatements have delayed the normalization of the school, with repeated criticisms. Additionally, there have been criticisms that some disciplinary measures and subsequent personnel procedures were conducted mainly through internal audits, providing grounds for criticism, and controversies have also arisen over the response of the dispatched board of directors during the tenure of former education superintendent Seo Geo-seok.
