전주 덕진공원 건지산을 지키기 위한 정책토론회가 26일 오후 2시 전주야호교육통합지원센터 5층 공유공간에서 열린다.
‘도시공원은 모두의 것, 건지산을 시민의 품으로’를 슬로건으로 한 이번 토론회는 전주의 대표적 도시공원을 미래 세대를 위한 공공 자산으로 지켜내기 위한 대안을 모색하는 자리다.
이번 행사는 한승우·최서연 전주시의원, 공원녹지아파트 호성동공동비상대책위원회, 건지산지키기시민모임, 시민행동21, (사)전북생명의숲, 전북환경운동연합, (사)생태교육센터 숲터가 공동 주최하고 전북환경운동연합이 주관한다.
토론회에서는 2020년 민간공원 특례사업을 추진한 대전·광주·익산의 사례를 되짚으며, 현재 건지산 일대에서 진행 중인 초고층 아파트 중심의 민간특례사업이 가진 문제점을 집중 조명한다.
전주시는 2020년 공원실시계획인가 이후 주요 부지를 매입해 공원을 보전하겠다고 밝혔으나, 2024년 두 곳의 특례사업을 추진하며 논란이 커지고 있다.
주제발표는 ▲이정현 전북환경운동연합 공동대표의 ‘덕진공원 건지산 보존과 국가도시공원 지정’ ▲이경호 대전환경운동연합 사무처장의 ‘대전 월평공원 시민 공론화의 성과와 한계’가 맡는다. 두 발표자는 타 지자체의 사례 분석을 토대로 공공성 확보 방안과 보전 전략을 제시할 예정이다.
지정토론은 신상섭 우석대 조경학과 명예교수를 좌장으로 진행되며, 도시계획·문화재·시민사회 등 다양한 분야 전문가들이 참여한다.
임형택 라이크익산포럼 공동대표는 익산 민간특례사업의 한계를, 조준혁 (사)푸른길 사무국장은 광주시의 개발 최소화 성과를 소개한다.
또한 신정일 문화재청 문화재위원은 건지산의 국가 명승 지정 전략을, 김익수 전북대 명예교수는 생태계·생물다양성 측면에서 건지산·오송제 보전 필요성을 강조한다.
박정원 전주지속가능발전협의회 운영위원장은 전주시 도시기본계획 관점에서 특례아파트 추진의 문제를 분석한다.
정현숙 전북환경운동연합 공동대표는 “건지산은 단순한 녹지를 넘어 시민의 정체성과 연결된 소중한 자산”이라며 “이번 토론회가 전주시가 난개발 논란을 넘어 미래지향적 녹색 도시로 방향을 재정립하는 계기가 되기를 기대한다”고 밝혔다.
A policy discussion meeting to protect Geonji Mountain in Deokjin Park in Jeonju will be held at 2 p.m. on the 26th at the 5th floor shared space of Jeonju Yahogyo Education Support Center.
Under the slogan 'City parks belong to everyone, Geonji Mountain to the citizens' this forum aims to explore alternatives to preserve Jeonju's representative city park as a public asset for future generations.
The event is jointly organized by Han Seung-woo and Choi Seo-yeon, Jeonju city council members, the Hosung-dong Joint Emergency Committee for Park Green Apartments, Geonji Mountain Protection Citizen Group, Citizen Action 21, the Jeonbuk Forest of Life Association, Jeonbuk Environmental Movement Union, and the Forest Center for Ecological Education, with the Jeonbuk Environmental Movement Union as the main organizer.
During the forum, the cases of the private park special projects in Daejeon, Gwangju, and Iksan in 2020 will be reviewed, focusing on the issues of the ongoing private special project centered around high-rise apartments in the Geonji Mountain area.
Although Jeonju city announced plans to acquire major sites to preserve parks after the 2020 Park Implementation Plan, controversies have arisen as they proceed with two special projects by 2024.
The keynote presentations will be given by Lee Jung-hyun, Co-Chair of the Jeonbuk Environmental Movement Union, on 'Preservation of Deokjin Park Geonji Mountain and Designation as a National City Park,' and by Lee Kyung-ho, Secretary-General of the Daejeon Environmental Movement Union, on 'Achievements and Limitations of Citizen Deliberation in Daejeon Wolpyeong Park.' These speakers will present ways to ensure publicness and conservation strategies based on the analysis of cases in other regions.
The designated discussion will be chaired by Shin Sang-seop, Professor Emeritus of Landscape Architecture at Woo-seok University, with participation from various experts in urban planning, cultural heritage, and civil society.
Im Hyeong-taek, Co-Chair of the Like Iksan Forum, will discuss the limitations of Iksan's private special project, while Jo Jun-hyuk, Secretary-General of the Blue Road, will introduce Gwangju City's achievements in minimizing development.
Furthermore, Shin Jung-il, a member of the Cultural Heritage Administration, will discuss the strategy for designating Geonji Mountain as a national scenic spot, and Kim Ik-soo, Professor Emeritus at Jeonbuk University, will emphasize the need to preserve Geonji Mountain and Osongje from an ecosystem and biodiversity perspective.
Park Jeong-won, Chairman of the Jeonju Sustainable Development Forum, will analyze the issues of special apartment projects from the perspective of Jeonju City's urban basic plan.
Jeong Hyun-suk, Co-Chair of the Jeonbuk Environmental Movement Union, expressed hope that "Geonji Mountain is a valuable asset connected to the identity of citizens beyond just greenery" and stated, "I hope this forum will serve as an opportunity for Jeonju City to redefine its direction towards a future-oriented green city beyond the controversy of reckless development."
