전북환경운동연합 “새만금위원회는 과거 회귀…전면 재편하라”

전북환경운동연합은 27일 성명을 내고 정부가 발표한 제9기 새만금위원회 구성을 강하게 규탄하며, 위원회의 전면 재편을 촉구했다.

환경운동연합은 이번 위원회 구성이 이재명 대통령이 약속한 ‘새만금 새판짜기’와 정면으로 배치된다고 비판했다. 이 대통령은 새만금 사업의 장기 표류를 ‘희망고문’으로 규정하고, 토목 중심 개발에서 벗어나 상시 해수유통과 생태 복원, RE100 기반 탄소중립 거점으로의 전환을 약속한 바 있다.

하지만 단체는 “제9기 새만금위원회 구성은 대통령의 결단에 찬물을 끼얹는 과거로의 회귀”라며 “지속가능한 새만금을 염원해 온 전북 도민에 대한 또 다른 기만”이라고 지적했다.

특히 김홍국 하림지주 회장의 공동위원장 연임을 강도 높게 비판했다. 전북환경운동연합은 “김 회장은 지난 임기 동안 시민사회와 어민들의 면담 요구를 외면하고, 대면 회의 없이 서면심의로만 안건을 처리해 왔다”며 “불통과 밀실 행정의 상징”이라고 주장했다.

또한 하림그룹이 국내 최대 해운사 팬오션 등을 보유하고 있고, 새만금이 신항만과 스마트 물류단지 조성을 핵심 사업으로 추진 중인 상황에서 “사업을 심의·의결하는 위원장이 해당 사업의 잠재적 수혜자인 재벌 총수라는 점은 명백한 이해충돌”이라고 강조했다.

전북환경운동연합은 새만금 거버넌스 혁신을 위해 △민간 추천 위원제 도입으로 지자체·지방의회·시민단체 추천 위원을 40% 이상 선임하고 지역 주민과 어민 참여를 의무화할 것 △해수유통과 용지 배분 등 쟁점 사안을 사전 조율하는 민관 합동 실무협의회 제도화 △연 4회 이상 대면 회의 의무화와 회의 실시간 공개, 회의록·속기록 전면 공개 등을 제안했다.

단체는 “재벌 총수 위원장과 관변 전문가들로 채워진 위원회가 대통령의 혁신 의지를 갉아먹는 거수기로 전락한다면 새만금은 또다시 30년의 희망고문을 반복하게 될 것”이라며 “정부는 지금이라도 위원회 구성을 전면 재편하고, 김홍국 공동위원장은 즉각 사퇴해야 한다”고 촉구했다.

한편 이날 김민석 국무총리(새만금위원회 위원장)는 제9기 새만금위원회 민간위원 15명을 위촉했다.

신규 위촉 위원은 총 11명으로, 곽지혜 한국에너지기술연구원 태양광연구단장, 권봉오 국립군산대 교수, 김지현 한국식품클러스터진흥원 경영기획실장, 김창길 서울대 아시아연구소 방문학자, 배한솔 ㈜비바네이처 대표, 백기태 전북대 교수, 이재혁 한국환경연구원 연구위원, 이창원 우석대 창업지원단장, 임미화 전주대 교수, 임다연 국립목포해양대 교수, 조용현 세종대 교수이다.

제8기 위원 중에서는 이상호 유창E&C 부회장, 이승우 새만금신재생에너지포럼 상임의장, 김현아 한국조세재정연구원 재정연구본부장, 최정현 이화여대 교수 등 4명이 연임하게 되었다.

Jeonbuk Environmental Movement Union: "Saemangeum Committee is a Regressive Step, Complete Restructuring Needed"

On the 27th, the Jeonbuk Environmental Movement Union issued a statement strongly condemning the composition of the 9th Saemangeum Committee announced by the government and called for a complete restructuring of the committee.

The union criticized the current composition of the committee as a direct contradiction to President Moon Jae-in's promise of a "new start for Saemangeum." The President had defined the long-standing delay in the Saemangeum project as a form of "torture of hope" and pledged to move away from civil engineering-centered development towards continuous seawater circulation, ecological restoration, and transitioning to a carbon-neutral hub based on RE100.

However, the organization stated, "The composition of the 9th Saemangeum Committee is a regression to the past that undermines the President's determination," and pointed out that it is "another deception to the Jeonbuk residents who have longed for a sustainable Saemangeum."

In particular, the reappointment of Kim Hong-guk, the chairman of Harim Group, as co-chairman was strongly criticized. The Jeonbuk Environmental Movement Union claimed that "Chairman Kim has ignored demands for dialogue with civil society and fishermen during his previous term, and has only dealt with matters through written deliberations without face-to-face meetings," asserting that he is a symbol of inefficiency and opaque administration.

Moreover, with Harim Group owning major domestic shipping company Pan Ocean and actively promoting Saemangeum as a core project for developing Sinhang Port and a smart logistics hub, the organization emphasized that "having a chairman who decides on the project being a potential beneficiary of the conglomerate's head clearly indicates a conflict of interest."

The Jeonbuk Environmental Movement Union proposed measures for Saemangeum governance innovation, including the introduction of a private sector-recommended committee system where more than 40% of the members are recommended by local governments, local councils, and civic organizations, and mandatory participation of local residents and fishermen. They also suggested institutionalizing joint public-private working groups for pre-negotiation on contentious issues such as seawater circulation and land allocation, mandatory face-to-face meetings at least four times a year, real-time public access to meetings, and full disclosure of meeting records and minutes.

The organization warned, "If the committee, filled with conglomerate chairmen and revolving-door experts, deteriorates into a behemoth that devours the President's reform will, Saemangeum will once again face 30 years of 'hope torture'," and urged the government to immediately restructure the committee and for co-chairman Kim Hong-guk to resign.

On the same day, Prime Minister Kim Min-seok, who is the chairman of the 9th Saemangeum Committee, appointed 15 civilian members to the committee.

Among the newly appointed members, there are a total of 11 individuals including Kwak Ji-hye, Director of the Solar Energy Research Division at the Korea Institute of Energy Technology Evaluation and Planning, Kwon Bong-oh, a professor at the National University of Gunsan, Kim Ji-hyun, Director of Business Planning at the Korea Food Cluster Promotion Institute, Kim Chang-gil, Visiting Scholar at the Asia Research Institute of Seoul National University, Bae Han-sol, CEO of Viva Nature Co., Baek Ki-tae, a professor at Jeonbuk University, Lee Jae-hyuk, a research fellow at the Korea Environment Institute, Lee Chang-won, Director of the Entrepreneurship Support Team at Woosuk University, Im Mi-hwa, a professor at Jeonju University, Im Da-yeon, a professor at the National Maritime University of Mokpo, and Cho Yong-hyun, a professor at Sejong University.

Among the 8th committee members, four individuals were reappointed, including Lee Sang-ho, Vice President of Yoochang E&C, Lee Seung-woo, Chairman of the Saemangeum New Renewable Energy Forum, Kim Hyun-ah, Director of the Fiscal Research Division at the Korea Institute of Public Finance, and Choi Jung-hyun, a professor at Ewha Womans University.
