한국장애인단체총연맹 “포용 행정의 전환점 될 것”

장애인 당사자가 정부 고위직에 발탁되는 의미 있는 인사가 이뤄졌다. 한국장애인단체총연맹은 7일, 최혜영 전 국회의원이 국무총리실 공보실장에 내정된 것을 두고 “장애인의 고위직 참여 확대에 있어 중대한 이정표”라며 깊은 환영의 뜻을 밝혔다.

최 내정자는 지체장애인으로서 제21대 국회에서 보건복지위원회 위원과 더불어민주당 원내대변인 등을 지내며 장애인 권리 보장과 복지 제도 개선을 위한 입법 활동에 헌신해 왔다. 이번 내정은 장애인이 국정 운영의 핵심 보직에 참여하는 드문 사례로, ‘포용 행정’이라는 정부 기조를 실천에 옮긴 의미 있는 결정이라는 평가다.

공보실장은 국정 철학과 정책 방향을 국민에게 전달하는 중책이다. 한국장애인단체총연맹은 “그동안 장애인의 공직 진출이 복지나 특수 분야에 국한되었던 점을 감안할 때, 일반 행정 조직 내 고위직에 장애인 당사자가 발탁된 것은 매우 이례적이며, 전례 없는 진전”이라고 강조했다. 특히 이번 인사가 국무총리실이라는 정부 운영의 중심 조직에서 이루어졌다는 점에서 그 상징성과 실질적 의미는 더욱 크다.

장총련은 이번 인사가 “장애인을 단순한 보호 대상이 아닌, 정책 기획과 실행의 주체로 인정하는 인식의 전환”이라고 밝히며, 이는 장애계가 지속적으로 요구해 온 정치 참여 확대의 흐름에 부응하는 조치라고 평가했다.

하지만 이러한 진전이 일회성으로 그치지 않기 위한 과제도 제기됐다. 장총련은 “장애인의 고위 공직 진출을 제도적으로 보장하기 위해서는 범정부 차원의 인재 발굴 및 양성 체계가 구축되어야 하며, 인사 절차 전반에 차별 없는 기회와 공정한 평가 기준이 확립돼야 한다”고 지적했다.

또한 공보실장에 장애인이 내정된 만큼, 향후 국정 홍보 과정에서도 장애인의 관점이 실질적으로 반영되어야 한다는 점도 강조됐다. 이를 위해 수어 통역, 자막, 음성, 점자, 쉬운 정보 등 다양한 정보 전달 방식이 전 부처 차원에서 체계화될 필요가 있다는 주장이다.

장총련은 “최혜영 내정자의 이번 발탁이 시작점이 되어, 앞으로 다양한 분야에서 장애인 인재들이 고위 공직에 참여할 수 있는 제도적 기반이 강화되기를 기대한다”며 “국정 운영 전반에 있어 장애인의 실질적 참여와 권리 보장을 위해 지속적으로 노력할 것”이라고 밝혔다.

Korea Disabled People's Federation: "A Turning Point for Inclusive Administration"

A significant appointment has been made with a person with disabilities being selected for a high-ranking government position. The Korea Disabled People's Federation expressed deep welcome on the 7th for the nomination of former lawmaker Choi Hye-young as the head of the Public Affairs Office of the Prime Minister's Office, calling it a "significant milestone in expanding the participation of people with disabilities in high-ranking positions."

The nominee, Choi, who has a physical disability, has dedicated herself to legislative activities for ensuring the rights and welfare system improvements for people with disabilities, serving as a member of the Health and Welfare Committee and the chief spokesperson of the ruling Democratic Party in the 21st National Assembly. This nomination is evaluated as a rare case of a person with disabilities participating in a key position in national governance, embodying the government's principle of "inclusive administration."

The Public Affairs Office plays a crucial role in conveying the national philosophy and policy direction to the public. The Korea Disabled People's Federation emphasized that considering the past limitation of people with disabilities entering public office mainly in welfare or specialized fields, the appointment of a person with disabilities to a high-ranking position within the general administrative organization is highly exceptional and unprecedented progress. Particularly, the symbolism and practical significance of this appointment taking place in the Prime Minister's Office, the central organization of government operations, are even greater.

The Federation stated that this appointment signifies a shift in perception recognizing people with disabilities not merely as passive recipients of protection but as active participants in policy planning and execution, aligning with the ongoing demand in the disability community for expanded political participation.

However, challenges were also raised to ensure that this progress does not remain a one-time event. The Federation pointed out that to institutionally guarantee the entry of people with disabilities into high-ranking public positions, a system for recruiting and nurturing talents at the government-wide level needs to be established, and non-discriminatory opportunities and fair evaluation criteria should be established throughout the personnel process.

Furthermore, it was emphasized that since a person with disabilities has been nominated for the Public Affairs Office, the perspective of people with disabilities should be effectively reflected in the future national publicity processes. Therefore, there is a call for various information delivery methods such as sign language interpretation, subtitles, audio, braille, and easy-to-understand information to be systematized across all government departments.

The Federation expressed hope that Choi Hye-young's nomination will serve as a starting point for strengthening the institutional foundation for people with disabilities to participate in high-ranking public positions in various fields in the future, stating that efforts will be continuously made to ensure the substantive participation and rights protection of people with disabilities in national governance as a whole.
