전북특별자치도의회 오은미 의원(순창·진보당)은 지난 20일 도의회 의원총회의실에서 ‘청년농업인 정책 진단과 발전 방안’을 주제로 제1차 청년농업인 정책토론회를 개최했다.
오 의원은 “전북 청년농 비율이 2021년 10.2%, 2022년 9.1%, 2023년 8.4%로 지속 감소하고 있다”며, “소멸 위기에 놓인 농업·농촌을 유지하는 데 청년농업인의 역할이 중요하다”고 토론회 취지를 밝혔다.
이날 토론회에서는 농업농민정책연구소 녀름 이수미 부소장과 전 전북자치도 4-H연합회 이지훈 회장이 발제를 맡고, 이강훈 4-H연합회장, 김후주 전국농어민위 부위원장, 배균기 전북연구원 책임연구위원, 최재용 전북도 농생명축산산업국장이 토론에 참여했다.
이수미 부소장은 “정부의 스마트팜 지원은 초기 투자 부담이 커 청년 10명 중 6명이 창업을 포기한다”며, 일본의 ‘사람농지플랜’ 사례를 들어 지역 기반 청년농 정책의 필요성을 강조했다.
이지훈 전 회장은 “영농 청년의 가장 큰 어려움은 주거 문제”라며, 금융제도 개선과 농업인 전용 대출, 전세금·이자지원 확대 등을 제안했다.
배균기 연구위원은 “청년농 정책은 교육 중심에서 현장 중심으로 전환해야 하며, 자립역량 강화를 위한 멘토링과 컨설팅, 경영회생 지원 프로그램 등이 필요하다”고 말했다.
오 의원은 “오늘 토론회가 청년농업인의 목소리를 정책에 반영하는 계기가 되길 바라며, 실효성 있는 대안 마련에 힘쓰겠다”고 밝혔다.
